Description
Federal Prison Industries (UNICOR) is soliciting proposals for individually priced hygiene kit items, potentially through multiple awards under a firm-fixed-price, indefinite-delivery/indefinite-quantity contract with economic price adjustment. The listed supplies include shampoos, soaps, toothpaste, toothbrushes, razors, shaving products, deodorants, hairbrushes, hand lotion, toilet tissue, shoe covers, flexible pencils, feminine hygiene products, and related personal-care items. Quantities are estimates, items may be awarded individually, and the guaranteed minimum quantity is 100 each. Toothpaste must have at least 24 months remaining before expiration. The contract is structured as one base year and two option years, with a possible six-month extension. Vendors must provide delivery times, maintain specified vendor-managed inventory within the United States, submit a vendor-managed inventory plan, and provide samples when they have not supplied the proposed item to UNICOR within the preceding 12 months. Proposals must address technical capability, past performance, domestic content, pricing, and—when applicable—a subcontracting plan. Required proposal materials include the completed SF-1449 with pricing pages and clause information, acknowledged amendments, applicable samples, the inventory plan, applicable subcontracting plan, and at least three recent and relevant Business Management Questionnaires.
