Cleaning Supplies Blanket Purchase Agreement

The U.S. Embassy Hanoi is soliciting quotations for a blanket purchase agreement covering the as-needed supply and delivery of cleaning chemicals, cleaning equipment, general accessories, and miscellaneous cleaning products. Products must be new, unused, commercially acceptable, compliant with applicable Vietnamese requirements, properly packaged, and supplied with appropriate labeling, usage instructions, safety information, and sufficient shelf life. Specific brands or models must be provided when requested, unless an equivalent is approved by the Embassy. Orders will be issued through authorized BPA calls, with delivery to the Embassy warehouse or other U.S. Mission locations in Hanoi within five working days unless otherwise specified. The estimated total BPA value is USD 39,000, with no guaranteed quantity or dollar commitment and a maximum individual purchase of USD 10,000. The BPA period is October 15, 2026, through December 31, 2030; prices are firm-fixed for each one-year period and may be reviewed annually. Quotations must include the completed request-for-quotation pricing and bidder information blocks, the cleaning supplies price list with VAT-inclusive unit prices, at least three qualifying past-performance references, and the required NDAA certification.
