Description
Harris County's Office of Homeland Security and Emergency Management is soliciting proposals for an emergency notification system for deaf, blind, and hard-of-hearing residents. The requested capabilities include captioned services; telecommunication relay services such as TTY, text-to-voice, video relay, SMS, and 7-1-1 access; citizen warning-system services; Braille and other transcription services; and American Sign Language or other sign-language interpreter services. The proposal must include the required forms, supporting documentation, experience and qualifications, capacity and resources, organization and project methodology, conflict-of-interest information, applicable licensing or certifications, SAM.gov non-debarment results, service-level agreements, insurance-certificate sample, and the provided pricing and reference-architecture response templates. Form 1295 must be filed electronically with the Texas Ethics Commission and submitted as a signed copy.
