Description
Clackamas County is seeking a contractor to provide forensic psychological evaluations concerning fitness to proceed for adults with serious and persistent mental illness who are involved with the justice system. The contractor must provide up to two in-custody evaluations per week, or 104 per year, at the Clackamas County Jail, plus up to three out-of-custody evaluations per contract year through the Community Restoration Program. At least one weekly in-custody evaluation must be conducted cell-side or in an attorney visiting area; telehealth may be used for the second evaluation if all legal requirements are met. Evaluations must be completed within seven calendar days, and reports must be provided to the defense attorney within 14 calendar days of referral. The contractor must provide subject-matter expertise, escorted access to adults in custody, coordination with county behavioral-health and jail personnel, secure encrypted file transfer for sensitive records, and reservation-fee pricing for standard and abbreviated evaluations. Proposals are evaluated on qualifications, evaluation capacity, timeliness, jail access and telehealth capability, secure information management, refusal and reservation-fee procedures, coordination, and fees. The contract runs through June 30, 2031, with two optional two-year renewals.
