Description
The Defense Advanced Research Projects Agency is soliciting abstracts for independent verification and validation support for its Quantum Benchmarking Initiative. The effort will augment the government’s test and evaluation capabilities for fault-tolerant quantum computing, including use-case definition, systems engineering, high-performance computing, quantum information science, hardware design and testing, prototype-device evaluation, and development of quantum-computing testing and evaluation tools. Respondents may offer infrastructure, equipment, laboratory space, workforce, and expertise capable of supporting large-scale, complex technical systems. Abstracts are required and will be evaluated for value added to the existing initiative. Selected respondents may subsequently be invited to submit full proposal packages, which will be evaluated on technical feasibility and execution, scientific validation and evidence, and budget and price. Any resulting award is expected to be an Other Transaction for Research project with an assumed 12-month period of performance. The solicitation requires CMMC Level 1 (Self), including a valid Final Level 1 CMMC status and current annual affirmation recorded in SPRS; submissions are anticipated to be unclassified, with CUI-handling capability required. The effort may involve publication restrictions, unlimited-rights data delivery, resource sharing, and organizational-conflict-of-interest mitigation requirements.
