Description
Burlington County is soliciting toxicology laboratory services for its Medical Examiner's Office. The selected laboratory must perform forensic analysis of biological and non-biological samples, including blood, urine, vitreous, gastric contents, tissues, organs, hair, nails, teeth, decomposed tissue, insect larvae, embalmed or exhumed-body specimens, pills, liquids, syringes, and other drug paraphernalia. Required testing includes screening and quantitation for illicit drugs, therapeutic medications, heavy metals, pesticides, neuromuscular blockers, catecholamines, modified fentanyls, synthetic cannabinoids, and other novel psychoactive substances. Routine results are expected within 10 business days after receipt of samples, and the contractor must provide specimen packaging and mailing. The laboratory should have at least five years of relevant experience, including analysis of at least 2,000 specimens annually, demonstrate analytical capabilities, provide qualifications and training for assigned personnel, maintain appropriate licenses and accreditations, and perform testing with its own personnel and equipment unless an approved deviation permits qualified subcontracting. The contract period is two years, beginning January 1, 2027, and ending December 31, 2028, with possible extensions. Proposals must include pricing for basic, expanded, and additional testing, along with the required proposal forms, qualifications, certifications, insurance-broker statement, registration or nonprofit certificate, W-9, and other compliance documents. Proposals must be submitted electronically through the County's e-procurement system in the original solicitation format; email, fax, courier, mail, and in-person submissions are not accepted.
