Description
The State of Delaware Department of Natural Resources and Environmental Control, through its Division of Climate, Coastal and Energy, seeks a vendor to market, implement, administer, and manage the Delaware Clean Vehicle Rebate Program. The scope includes reviewing and updating program guidelines; developing and maintaining a secure website, online and paper application processes, and program database; providing applicant and dealership support; operating a toll-free call center; processing and reviewing rebate applications; managing appeals; conducting recipient surveys; and providing monthly, quarterly, and annual reporting. The program supports rebates for new and used battery-electric and plug-in hybrid vehicles, with anticipated annual funding of approximately $4 million and 1,500–1,700 rebates, subject to change. The vendor must also evaluate and recommend options for a Delaware low- and moderate-income clean vehicle rebate program and deliver an implementation roadmap within nine months of contract execution. Proposals must address program development, outreach and education, staffing, technical and systems security, implementation, reporting, and relevant experience. The solicitation requires secure handling of personally identifiable information, compliance with state technology and cloud-security requirements, a network diagram, software inventory, and detailed cost proposal. The initial contract term is five years with up to three optional one-year extensions.
