NOTICE TO BIDDERS TOWN OF COLONIE Department of Emergency Medical Services Notice To Bidders The Town of Colonie ("Town") invites bids for the following: 2027 RFB EMS Medical Supplies KB411 Sealed bids will be received at the Office of Purchasing, Memorial Town Hall, Latham, NY 12110 until November 5, 2026 11:00 AM local time. At that time and place all bids will be publicly opened and read aloud. All bidders shall comply with the N.Y. Gen. Mun. Law §103. Beginning on October 7, 2026, the solicitation documents for this matter will be on file and publicly exhibited at the Office of Purchasing, 534 New Loudon Road, Memorial Town Hall, Latham, NY 12110. Copies of said documents may be obtained at that address. Complete bid documents may also be available for download from the Empire State Purchasing Group's web site at http://www.bidnetdirect.com/new-york. Bids shall be submitted at the time and place indicated in the Notice to Bidders and shall be enclosed in an opaque, sealed envelope. The opaque envelope shall be marked on the outside with the project title and name and address of the bidder. The submission shall consist of the completed pages of this document marked “TO BE SUBMITTED," and any other required documents. The submission shall also include, if required in the Notice to Bidders, the bid security. If the bid is sent through the mail or other delivery system, the sealed envelope containing the bid shall be enclosed in a separate envelope with the notation "BID ENCLOSED" on the face thereof AND the outer envelope shall be marked on the outside with the project title and name and address of the bidder. The bidder to whom the contract may be awarded shall within seven days after the date of notification of the acceptance of its proposal, provide insurance and security as required by the contract in a form acceptable by the Town of Colonie. In case of its failure to do so, or in case of its failure to give further security as herein prescribed, the bidder will be considered as having abandoned the same, and the certified check or other bid security accompanying its proposal shall be forfeited to the Town of Colonie. Description
The Town of Colonie Department of Emergency Medical Services is seeking bids for a broad range of EMS medical supplies for the 2027 contract year. The solicitation covers wound management, miscellaneous EMS supplies, airway management, suction, intubation, immobilization, infection control, patient handling, assessment equipment, Stryker LIFEPAK accessories, ZOLL X Series accessories, IV therapy supplies, over-the-counter medications and minor wound supplies, and tactical supplies. Awards may be made by item to multiple responsive and responsible bidders, and equivalent products may be accepted at the Town's discretion. Bidders must complete the Town's Bid Form and Excel Bid Response Sheet, submit paper bid materials and a new, otherwise empty flash drive containing the completed workbook, provide specification sheets or catalog/website references, and submit required samples for applicable items. Required certifications include non-collusive bidding and Iranian Energy Sector Divestment certifications, a Vendor Responsibility Questionnaire, bidder acknowledgment, liability-insurance certificates, and the signed Addendum No. 1 acknowledgment. Addendum No. 1 states that bidders must maintain an independent website, product catalog, and proprietary item numbers; requests at least 18 months of shelf life; and requires commercially reasonable efforts to deliver items within five days of receiving a purchase order. The initial contract term is January 1, 2027, through December 31, 2027, with no renewal options; bid, performance, and payment bonds are not required.
