Description
Chatham County seeks a qualified, Georgia-licensed public accounting firm to independently audit the Chatham Area Transit Authority’s performance, operations, and fiscal position for fiscal years 2024, 2025, and 2026, and review its adopted fiscal year 2027 budget. The work includes examining funding and program costs, financial condition, transit service changes and ridership costs, payroll and personnel expenses, collective bargaining agreements, maintenance and administrative costs, governance, compliance, procurement, vendor payments, bank activity, and internal controls. Forensic testing is required to identify potential fraud, waste, abuse, unsupported or improper transactions, and control deficiencies. Required deliverables include an audit work plan, communications of preliminary findings, draft and final audit reports, financial schedules and supporting workpapers, and a presentation of the final report to the County Board of Commissioners. The proposal must describe the firm’s qualifications, audit team, relevant experience, methodology, project management, deliverables, and local MBE/WBE participation, and include at least three relevant references and the completed fee proposal form. The County identifies a combined 30% MBE/WBE participation goal. Subconsultants are permitted with prior written County permission.
