The Naval Sea Systems Command is soliciting two-phase pre-proposals and, by invitation, full technical and cost proposals for applied biomedical research and diving equipment development. Areas of interest include breathing-gas systems, diver human performance, environmental protection, decompression, diver communications and tracking, propulsion, and submarine escape and rescue. Proposed work may include equipment, procedures, analytical tools, medical treatments, and protocols that improve Navy diver safety and effectiveness or survivability in disabled-submarine scenarios. Phase One pre-proposals must use the provided format, be three to five pages of text, include estimated annual and total costs, and address the Navy need, specific aims, experimental design and methods, risk, transition approach, related activities, and literature. Selected offerors may be invited to submit a Phase Two full technical and cost proposal using the provided template; the technical proposal is limited to 20 pages excluding curricula vitae and supporting documentation. Proposals are evaluated on scientific merit, relevance, value and affordability, likelihood of success, data rights, project management, and overall reviewer assessment. Typical projects are two years or less, with three-year projects considered; historical awards average approximately $300,000 or less annually, but this is informational rather than a funding limit.
