Description
UNDP Indonesia is seeking a contractor to conduct complementary studies supporting the Financial Services Authority's Sustainable Finance Roadmap for the Non-Banking Sector 2026–2031. The work includes reviewing policies, regulations, market conditions, existing sustainable finance practices, and opportunities for scalable sustainable finance products and financing models across non-banking and PVML institutions, with particular attention to Agriculture, Forestry, and Fishing activities under Indonesia's Taxonomy for Sustainable Finance. The contractor must also assess financing, transaction, credit, counterparty, climate-related, market, technology, collateral, data, tenor, and liquidity risks, and recommend feasible mitigation and de-risking mechanisms such as guarantees, insurance, risk-sharing, first-loss structures, blended finance, technical assistance, and credit enhancement. Required outputs are an inception and baseline assessment report due in November 2026, a sustainable finance product development study due in February 2027, and a risk assessment and mitigation instruments study due in April 2027. Deliverables must be prepared in English and Bahasa Indonesia, with stakeholder consultations, validation activities, technical reports, presentations, and other knowledge products included. The assignment is expected to be performed primarily remotely from the contractor's location over six months.
