Description
Mobile County Commission is soliciting proposals from qualified firms or individuals to provide as-needed professional environmental services supporting HUD Community Development Block Grant, HOME Investment Partnerships, CARES, Disaster Recovery, and potentially other federal or state grant programs. The scope includes HUD Part 58 environmental reviews; Phase I and II environmental assessments; prime farmland identification; wetland delineations; cultural resource assessments; noise assessments; above-ground storage tank analysis; threatened and endangered species surveys; lead-based paint inspections, risk assessments, and clearances; asbestos inspections, abatement design, and management plans; mold testing and remediation plans; and related NEPA or environmental work. The selected provider will schedule tasks, attend related meetings, and prepare written reports for the County and regulatory agencies as needed. Proposals must address experience and project understanding, implementation experience, team qualifications, litigation history, availability, and pricing. The selected provider must also submit proof of SAM.gov enrollment and E-Verify enrollment. The contract will have a one-year term with annual renewals for up to three years. Required insurance includes workers’ compensation, commercial general liability, automobile liability, excess/umbrella liability, professional liability, and environmental liability, with specified minimum limits and additional-insured, waiver-of-subrogation, and completed-operations requirements.
