Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, seeks Internet access, WAN connectivity, and standalone data transmission services for public library consortium members throughout Indiana. Internet access must provide symmetrical bandwidth beginning at approximately 10 Mbps and scalable to approximately 10 Gbps; WAN connectivity must provide symmetrical bandwidth beginning at approximately 10 Mbps and scalable to approximately 2 Gbps. The solicitation requires guaranteed throughput to each library location, laddered pricing, no monthly data caps, and no bandwidth or speed reductions based on metered usage. The State intends to award one or more four-year contracts with no renewals, beginning July 1, 2027, contingent on receiving E-Rate funding. Mandatory proposal components include an executive summary, cost proposal, business proposal, technical proposal, attestation form, infrastructure overview, artificial-intelligence technical proposal questions, and supporting documentation. Respondents must also submit reference check forms and comply with applicable E-Rate, state, and local procurement requirements. Any hosted solution must address State cloud-tenant, security, data residency, monitoring, backup, disaster recovery, and transition requirements; on-premises proposals must address deployment, maintenance, integration, reporting, and lifecycle management.
