Description
The New York State Department of Motor Vehicles (DMV) is issuing this Request for Information (RFI) to gather insights on best practices and models for its Impaired Driver Program (IDP). The IDP aims to reduce recidivism by educating offenders about the dangers of impaired driving, screening, assessing, and treating potential substance use disorders. Participation is voluntary unless mandated by court order. The information gathered from this RFI may be used to develop a future Request for Proposal (RFP) or Invitation for Bid (IFB). Respondents are asked to provide information on curriculum content, delivery methods, program administration, participant administration, and program oversight. Specific areas of interest include content for various offender groups, accessibility of the program, instructor qualifications and training, fee structures, screening requirements, assessment models, and metrics for program effectiveness. The RFI also references New York State Vehicle and Traffic Law Section 1196 and Title 15 of the New York Codes Rules and Regulations (NYCRR), Part 134, which outline the program's establishment, curriculum, eligibility, and fee structures.
