Description
The City of Rock Island is requesting sealed bids from contractors to rehabilitate an owner-occupied residence using HUD funds. The work includes replacing the furnace and air-conditioning system; upgrading the electrical service, panel, receptacles, disconnects, and smoke/CO detectors; installing new gutters and downspouts; and replacing front and side exterior doors and storm doors. Required permits, code compliance, environmental requirements, and applicable HUD, EPA, OSHA, state, and local regulations apply. The contractor must provide a project plan with a timeline, line-item budget, separated labor and material costs, identified subcontractors, and a total project cost. Bidders must be licensed, bonded, insured, and able to provide required permits and equipment. The selected contractor will have 30 days from contract signing to complete the work; a site visit with the homeowner is required before submitting a bid.
