Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, seeks a provider for statewide Internet access, WAN connectivity, and standalone data transmission services for approximately 144 public library systems and 255 locations. Required services include symmetrical, scalable bandwidth; guaranteed throughput; customer-premises equipment such as routers, switches, and circuit terminations; installation and initial configuration; and laddered pricing. Services must not impose monthly data caps or reduce bandwidth based on metered usage. The scope also requires 24/7/365 customer support and network monitoring, toll-free phone, email, live chat, site visits, online ticketing, dedicated network support, equipment training, a 99.99% network-availability commitment, quality-of-service commitments for packet loss, latency, and jitter, reporting tools, annual bandwidth consultations, account management, and assistance with E-Rate forms and related compliance matters. The contract is contingent on E-Rate funding and is planned for four years with no renewal options. Mandatory response components include an executive summary, cost, business, and technical proposals, an attestation form, infrastructure overview, and artificial-intelligence technical proposal questions; reference check forms must be submitted directly by references.
