Description
The City of Charleston is soliciting proposals from qualified civil engineering and landscape architecture firms for Project 3500's Eastern Peninsula Offering. The scope includes site civil engineering, stormwater management, utility layouts, grading and drainage plans, landscape architecture, regulatory approvals and permitting, construction documents, community engagement, and construction administration through certificate of occupancy. Offerors must provide specialty consulting services necessary to deliver permit-ready and construction-ready documents, coordinate with bridge designers and responsible agencies where applicable, and support public and Board of Architectural Review processes. Special inspections, materials testing, and third-party commissioning retained by the owner or contractor are excluded. The Eastern Peninsula Primary Site includes 899 Morrison Drive and 74 Stuart Street, which must be planned together; 74 Stuart Street is not a standalone parcel or alternate. Proposals must include a phase-by-phase schedule and may address applicable alternate sites. The procurement follows qualifications-based selection: no fee information may be submitted, and compensation will be negotiated with the highest-ranked firm. The City has allocated $5 million for Architect of Record, civil engineering, and landscape architecture services. Insurance requirements include commercial general liability, automobile liability, umbrella, workers' compensation, employers' liability, and professional liability coverage.
