Description
The Department of Veterans Affairs is seeking a contractor to provide onsite Radiation Safety Officer services for the Eastern Oklahoma Veteran Affairs Health Care System. The RSO will oversee radiation safety operations, establish and maintain procedures, conduct radiation surveys and audits, monitor dosimetry and ALARA compliance, support the Radiation Safety Committee, investigate and report radiation incidents, review imaging equipment protocols and quality assurance, and perform construction, shielding, and post-installation radiation-safety reviews. The RSO must be able to respond onsite within two hours when physical presence is required and support inspections involving radiation-producing equipment. The proposed RSO must meet applicable VA, National Health Physics Program, VHA directive, and federal regulatory qualifications, including at least two years of experience as an RSO at a similarly sized and complex facility. The solicitation requires technical capability, past performance, and price volumes; a redacted technical volume; signed SF 1449; completed certifications; subcontracting information; VETS 4212 reporting information; key-personnel listings and qualification documentation; and proof of indemnification and medical liability insurance. The contract includes a base year from December 1, 2026, through November 30, 2027, plus four one-year option periods.
