Description
The National Forest Foundation is soliciting proposals for approximately 146 acres of hazardous-fuel reduction along roughly three miles of 2N86 Road in the Angeles National Forest. Work includes hand and mechanical treatment through mastication, cutting, brushing, thinning, chipping, and limbing; treatment of cut fuels through removal, chipping, or mastication; and planting native species in erosion-prone areas. The project is intended to reduce wildfire risk, improve defensible space and firefighter access, and protect nearby communities and forest resources. The contractor must provide the required labor, materials, equipment, supplies, supervision, quality control, and incidentals. Operational restrictions include limits on mechanized equipment on steep or high-erosion-hazard slopes, protection of riparian areas and sensitive species, invasive-weed controls, and wildlife and archaeological avoidance measures. Proposals must include a technical proposal, qualifications and relevant experience, three professional references, disclosures of failed projects and pending legal matters, pricing for 146 acres of fuel reduction, a proposed payment schedule, and current insurance information. The competitive price range is $412,250 to $485,000. The selected contractor may be required to provide payment and performance security, including full-amount bonding in specified circumstances and financial security of 5% for agreements exceeding $250,000, subject to the stated cap.
