Description
This sources sought notice seeks qualified contractors capable of providing collection, holding, and transfer (CHT) services for black water, gray wastewater, and industrial waste generated by home-ported and visiting naval ships and submarines. The contractor would provide barges for collection, holding, transfer, and on-site treatment of wastewater generated at anchorage or in port, along with all required labor, supervision, equipment, facilities, transportation, materials, and incidental engineering. The work would cover recurring and non-recurring items at Commander, Fleet Activities, Sasebo, Japan, and supported outlying areas. Interested contractors must hold valid Japanese collection, transportation, treatment, and disposal licenses, permits, and authorizations applicable to the operations, including industrial-waste permits and compliance with Japanese environmental, maritime-pollution, prefectural, and local requirements. The Government is considering a commercial solicitation under FAR Part 12, with a one-year base period and four one-year options, potentially structured as an IDIQ or Requirements Contract. Responses are for market research only and must include the requested contractor information, capability indication, and comments or questions.
