Description
The Delaware Valley Regional Planning Commission, on behalf of Haverford Township and Upper Darby Township, is soliciting proposals from consultants prequalified under TCDI Category 5: Transportation and Infrastructure Planning. The selected consultant will prepare a feasibility study for an approximately one-mile multimodal connection between the proposed Naylor's Run Trail and the Pennsy Trail. The scope includes project management; existing-conditions assessment; GIS mapping; community and stakeholder engagement; evaluation of on-road and off-road trail alignments and crossing improvements; ADA accessibility, safety, environmental, right-of-way, constructability, and connectivity analysis; conceptual plans; planning-level cost estimates; an implementation, funding, and partnership strategy; and a final feasibility study with maps, graphics, GIS data, an ArcGIS Online story map, and presentation materials. The consultant must complete all work by June 30, 2028. Technical and administrative budget proposals must be submitted separately through the procurement portal, with the budget proposal completed using the provided template. The DBE and ESBE subcontracting goal has been removed, so no subcontracting goal applies.
