Jefferson County is soliciting proposals for the purchase and delivery of bulk 100LL aviation gasoline and Jet A fuel to Watertown International Airport, including required fuel additives, ASTM-compliant products, metered delivery, pricing information, emergency delivery service, and fuel-quality and safety support. The selected supplier must provide airport fueling inspections, training, quality-assurance support, and options for backup mobile refuelers, including at least one Jet refueler with a minimum 5,000-gallon capacity and a 2008-or-newer manufacture date. The scope also includes an integrated, web-based, cloud-hosted FBO aviation software and credit-card-processing program at no charge to the County. The system must support fuel tracking and inventory management, ramp transactions using mobile devices, accounting-system integration, electronic payment processing, encryption, and related equipment and supplies. Proposals are evaluated on experience and references, delivery and price, emergency service and mobile refuelers, software and payment processing, signage and marketing, and incentives. The initial term is three years, with up to two additional one-year extensions.
