Description
The Philadelphia Housing Authority requires a contractor to provide as-needed housekeeping services for public housing units identified through PHA work orders and to develop and conduct resident housekeeping education, including quarterly group workshops, practical checklists, demonstrations, hands-on activities, and plain-language instructional materials. The contractor must furnish supervision, personnel, labor, cleaning supplies and equipment, transportation, administrative support, and other resources necessary to perform the work. Services include standard cleaning by unit size, authorized heavy or restorative cleaning, additional labor when approved, individual or small-group training, and training materials when separately priced. Deficient work must generally be corrected within one business day of notice. The solicitation uses firm unit pricing and provides no guaranteed minimum or maximum quantity. PHA's approximately 12,000 annual inspections are not a guaranteed number of cleaning assignments. The contract has a two-year base period with three additional one-year option periods. Proposals are evaluated on technical approach, capabilities and management, past performance, MBE/WBE and Section 3 participation, and price; PHA may make multiple awards and may request best and final offers.
