Description
The City of Oceanside is soliciting a single-vendor, cloud-based software solution to monitor compliance across more than 3,000 currently online restricted affordable housing units, with approximately 1,000 additional units in the development pipeline. The system must ingest scanned regulatory agreements, apply dynamic rules based on each agreement and applicable program criteria, manage unit and tenant compliance data, perform OCR and AI-assisted tenant-file review, flag potential violations for City staff review, and produce defensible compliance and audit reporting. The portfolio may involve layered LIHTC, Density Bonus, Inclusionary Housing, HOME, and bond requirements, with applicable HUD and California HCD income limits. The solution must be delivered and supported remotely from within the United States and hosted on vendor-provided infrastructure. Grants management is a separate, optional add-on and must be priced separately; initial integrations are file-based rather than direct real-time ERP or HUD IDIS integrations. The City expects approximately five or fewer internal users and 88–132 external property-management or consultant users across approximately 44 developments. List A vendors must provide a qualifying public-sector or housing-authority reference demonstrating AI-based regulatory-file review; List B and List C vendors are exempt from that specific reference condition.
