The Air Force requires proprietary leadership and organizational culture training for approximately 900 leadership and key personnel at the Ogden Air Logistics Complex and geographically separated units. Courses include Developing and Implementing an Outward Mindset, Outward Leadership, Outward Performance, and Train-the-Trainer certifications for Developing and Implementing an Outward Mindset and Outward Performance. The requirement includes licensed courseware, textbooks, and digital sustainment tools. The agency intends to establish a single-award, five-year Blanket Purchase Agreement with The Arbinger Institute, the sole developer and licensor of the required curriculum. The attached justification estimates a total ceiling of $3 million and describes an ordering period of approximately February 15, 2027, through February 14, 2032. The notice invites responsible sources to submit capability statements and proposals for consideration.
