Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, seeks a provider for statewide Internet access and WAN connectivity services for public library consortium members. The solicitation covers Internet access and data transmission services with symmetrical, scalable bandwidth, guaranteed throughput, laddered pricing, and bandwidth that may increase over the four-year contract. Services may not impose monthly data caps or reduce bandwidth or speed based on metered usage. The scope includes customer-premises equipment, installation and configuration, and support for library connectivity. The solicitation is contingent on obtaining E-Rate funding. Mandatory proposal components include an executive summary, Attachment D Cost Proposal, Attachment E Business Proposal, Attachment F Technical Proposal with supporting documents, Attachment J Attestation Form with supporting documents, an infrastructure overview, and AI technical proposal responses. Proposals and reference check forms are due through the Supplier Portal by November 11, 2026, at 3:00 p.m. Eastern Time. Attachment I is an optional pre-proposal network opportunities form that may be submitted by email to rfp@idoa.in.gov by the same deadline, with the specified subject line and company information.
