Description
The Wyoming Department of Environmental Quality Air Quality Division is seeking a contractor to provide two years of routine operations, maintenance, data management, validation, and reporting for the Pinedale Gaseous Ambient Air Monitoring Station. The scope covers monitoring ozone, nitrogen oxides, PM2.5, and meteorological parameters; performing quality-control checks; capturing camera images; transmitting near-real-time data; conducting monthly site visits, quarterly and semi-annual calibrations, station audits, troubleshooting, and emergency visits; and paying specified communications, power, gas-cylinder, and camera land-lease costs. The contractor must provide transition and exit-transition support when applicable, purchase specified spare equipment components, maintain at least 90% quarterly data recovery for each monitoring parameter, and submit weekly, monthly, quarterly, and annual reports and data files through the agency’s systems in applicable AQS or AirHub formats. The technical proposal must address the proposer’s background and experience, personnel and resumes, references, work plan, project-management plan, delays, contract exceptions, staffing organization, and checklist; a separate signed cost proposal and price sheet are also required.
