Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, is soliciting proposals for E-Rate-eligible Internet access, WAN connectivity, and standalone data transmission services for participating public libraries. Requirements include symmetrical, scalable bandwidth from approximately 10 Mbps to 10 Gbps for Internet access and up to 2 Gbps for WAN services, guaranteed throughput at each library location, laddered pricing, and no monthly data caps or metered-use speed reductions. Installation and initial configuration are required, and the solution must accommodate bandwidth increases over the contract term. The State intends to award one or more four-year contracts with no renewals, beginning July 1, 2027, contingent on successful E-Rate funding. Proposals must include the required executive summary, business, technical, cost, attestation, infrastructure, and artificial-intelligence technical materials, along with supporting documents identified in the solicitation. The response must be submitted through the State Supplier Portal, and the solicitation requires bidder registration and a bidder ID and password. The contractor must provide 24/7 technical user support unless otherwise specified in the service-level agreement, maintain United States-based service and data-center operations, encrypt data at rest and in transit, conduct required background checks, and meet specified security, audit, incident-response, business-continuity, and disaster-recovery obligations.
