Description
The Delaware Department of Transportation is seeking a qualified Maintenance Provider to operate its Sponsor-A-Highway Program for a three-year term with one possible two-year extension. The contractor must recruit highway sponsors, market the program, administer sponsor and roadway-segment records, coordinate sponsor signs, and provide litter and debris removal on designated limited-access highways. The scope requires furnishing personnel, equipment, safety gear, traffic-control devices, litter bags, and other supplies; performing litter removal at specified frequencies; disposing of collected litter; preparing monthly schedules and weekly litter reports; maintaining program documentation; determining safe sign locations; fabricating and installing approved sponsor signs; complying with Delaware traffic-control and safety requirements; and conducting twice-monthly safety training. Proposals must include the required organizational, technical, experience, staffing, reference, subcontractor, certification, and proposal-format materials. The solicitation requires one original and one redacted PDF proposal, plus the required Appendix A certification form, uploaded through the designated procurement portal.
