Description
The Virgin Islands Economic Development Authority is soliciting a qualified human resources and compensation consultant to conduct a comprehensive classification and compensation study for approximately 50 budgeted positions across its departments and affiliated components. The work includes reviewing organizational data, job descriptions, organizational charts, pay scales, employee census data, personnel policies, budgets, employee questionnaires, interview materials, classification frameworks, and external salary and benefits benchmarks. The selected consultant will recommend updated job classifications, classification specifications, salary ranges and pay bands, career ladders, promotion processes, pay-equity and pay-compression remedies, an incentive compensation plan, and policies for maintaining the system. The scope also includes developing key performance indicators for each role, reviewing job descriptions with managers, providing executive briefings and manager information sessions, monthly status reports, staff training, tools, templates, and standard operating procedures. Proposals must address the firm's profile, relevant experience and references, key personnel, project approach and schedule, pricing, qualifications, conflicts of interest, insurance, and other specified information.
