Description
Longview Independent School District is soliciting qualifications from independent auditing firms to provide professional construction project audit services for its voter-approved bond program. The scope includes financial and compliance reviews of bond proceeds, procurement, contract administration, construction projects, internal controls, applicable laws and regulations, District policies, bond covenants, and voter authorization, along with findings and recommendations. Firms must demonstrate relevant public school district audit experience, qualifications of the proposed team, an audit approach, references, and independence. Comparable experience outside Texas may be considered, although Texas public school district experience is preferred but not required. The District may request additional evidence of qualifications, licensing, and previous experience before award. This is a new engagement with no incumbent contractor identified. Responses must be submitted electronically through the District's online bidding system; manual, email, and fax submissions are not accepted. A performance bond and payment bond are required. Insurance requirements will be established during contract negotiations; at minimum, the selected firm must maintain insurance appropriate for the professional services, including professional liability/errors and omissions coverage, with evidence required before services begin. Contract terms will be negotiated after the qualifications-based selection process.
