Description
The County of San Diego is seeking a contractor to coordinate annual Earned Income Tax Credit campaigns and support the San Diego County EITC Coalition. Services include strategic planning; coordination of Volunteer Income Tax Assistance sites; recruitment and training of volunteers, interns, and presenters; free tax preparation support; outreach and presentations; partnership development; data collection, analysis, and reporting; client satisfaction surveys; and connections to benefits and other self-sufficiency resources. The contractor must provide 1,050 to 1,200 coordination hours per contract year, recruit at least 15 new volunteers annually, conduct at least 12 trainings, deliver 10 to 14 outreach presentations, coordinate at least one expansion site per year, recruit and train interns, and connect 1,000 to 2,000 participants with resources. The initial term is January 1, 2027, through December 31, 2027, with one one-year option period. Responses must address the program and technical requirements, staffing, experience, references, program delivery approach, pricing, acceptance of contract terms, and required certifications and forms.
