Description

The U.S. Navy is seeking a small-business contractor to lease two scissor lifts for Puget Sound Naval Shipyard: one electric lift with a minimum 19-foot platform height and one diesel lift with a minimum 32-foot platform height. The requirement includes delivery and pickup, transportation for maintenance or repairs, inspections, scheduled maintenance, emergency repair, replacement equipment when required, manufacturer operating manuals, and written delivery and inspection certifications. The lifts will be used indoors and outdoors, but not aboard ships; foam-filled tires are acceptable, and a 33-foot diesel lift is acceptable in place of the requested 32-foot lift. The 32-foot lift should have a 1,500-pound capacity, although 1,000 pounds is acceptable. The base period runs from October 26, 2026, through December 31, 2026, with a nine-month option period from January 1, 2027, through September 30, 2027. Contractors must respond to unscheduled repair notifications within eight hours or provide a replacement unit within one business day, and scheduled maintenance must be completed within the stated service windows. Subcontracting is permitted, including use of a qualified third-party rental provider. Quotes must include completed CLIN pricing, pricing-support documentation, agreement with the solicitation terms, manufacturer literature or product brochures, delivery schedule information, and the offeror’s CAGE Code. Award will be based on price and technical capability, with option pricing evaluated.
