The Department of Defense (DoD) Office of Strategic Capital (OSC) aims to attract and scale private capital for technologies critical to U.S. national security. OSC will utilize loans and loan guarantees, in partnership with other federal agencies, to encourage private investment in component-level technologies that have broad commercial applications and are relevant to national security. This Commercial Solutions Opening (CSO) is designed to foster opportunities for companies with limited defense market experience and to disrupt the flow of critical technologies to adversaries. The CSO operates under 10 U.S.C. Section 3458 and/or 10 U.S.C. Section 4022, allowing for both Federal Acquisition Regulation (FAR)-based contracts and non-FAR-based agreements. This framework supports the acquisition of innovative technologies, means, or methods. Specifically, 10 U.S.C. Section 3458 facilitates the acquisition of innovative technologies or methods, while 10 U.S.C. Section 4022 enables partnerships with traditional and nontraditional defense contractors, as well as nonprofit research institutions, for prototype projects directly relevant to enhancing military effectiveness. The CSO is open for a ten-year term, with Areas of Interest (AoIs) potentially added at any time. Submissions will generally consist of two phases: White Papers followed by Proposals, though this process may be adjusted by the government. The CSO is a full and open acquisition, welcoming submissions from all eligible vendors, including small businesses and nontraditional defense contractors. All submissions must be unclassified.
