The Defense Logistics Agency is seeking a quote for one Iraq Campaign Air Force award streamer, 2¾ inches wide with a 3- or 4-foot fly, manufactured to Drawing 5-5-2 and 5-5-2A and specification MIL-DTL-11589/594. The end product must be manufactured by a vendor certified by The Institute of Heraldry and listed on its certified manufacturer list. Domestic-origin requirements apply under the Berry Amendment. Two first-article samples are required within 30 days after award, subject to government testing and approval. The production item is due 120 days after award. The solicitation requests a unit price and includes a provision allowing the offeror to request a first-article-test waiver if the stated prior-manufacture and acceptance criteria are met.
