REQUEST FOR PROPOSAL Employee Benefits Brokerage and Consulting Services The Pikes Peak Library District invites qualified firms to submit a response to a Request for Proposal for Employee Benefits Brokerage and Consulting Services. Description
Pikes Peak Library District is seeking a Colorado-licensed employee benefits broker to provide comprehensive consulting, brokerage, compliance, and strategic advisory services. The District has a partially self-funded medical plan with stop-loss protection for claims exceeding $65,000, uses Tyler ERP to administer benefits, and has approximately 386 benefits-eligible employees. The benefits portfolio includes medical, dental, vision, life, disability, flexible spending, deferred compensation, pet, auto and home, and 529 plan benefits. The District is seeking support for plan strategy and design, carrier negotiations, renewal planning, compliance, employee communications, open enrollment, claims advocacy, benchmarking, utilization analysis, cost containment, stewardship reporting, and related advisory services. The District's benefits renewal year runs from January 1 through December 31, 2027, and the District stated that its policy requires the work to be solicited every five years. Proposals must address qualifications, relevant public-sector experience, staffing, service approach, transition, tools, carrier relationships, compensation disclosures, pricing, and exceptions. The solicitation also requires at least three similar-project references with contact information, proof of required insurance and eligibility to operate, and submission of four printed copies plus one flash drive in a sealed package.
