Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, seeks a four-year contract with no renewals for Internet access, WAN connectivity, and standalone data transmission services serving public library consortium members statewide. Required connectivity includes symmetrical bandwidth scalable from approximately 10 Mbps to 10 Gbps for Internet access and up to 2 Gbps for WAN services, with guaranteed throughput at each library location, laddered pricing, no monthly data caps, and no metered-use speed reductions. Services are expected to begin July 1, 2027 and are contingent on receiving E-Rate funding. The solicitation also requires statewide service capability, installation and transition management, network monitoring and support, centralized help desk services, reporting and annual bandwidth consultations, customer-premises equipment updates, IP-address transition planning, CIPA-compliant filtering, optional firewall, bandwidth shaping, quality-of-service, resilient multi-WAN, cross-connect, engineering, hosting, VoIP, email hosting, and LAN diagnostic services. The Technical Proposal requires detailed responses covering connectivity experience, service-level commitments, disaster recovery, project scheduling, requirements management, communications, status reporting, milestones, and training.
