Description
The National Heart, Lung, and Blood Institute is conducting a pre-solicitation market survey for up to five small-business contract awards to establish Field Centers for a new Strong Heart Study cohort of Native American adults. The centers will collaborate with Tribal communities and a separately procured Coordinating Center to recruit and enroll participants, conduct baseline clinical examinations, perform annual follow-up and morbidity and mortality surveillance, and support data analysis, publications, and ancillary studies. The proposed cohort may include up to 5,000 participants, with at least 1,000 participants at each field site. The scope includes Tribal and community engagement, obtaining community approvals, establishing field-center infrastructure and a Community Advisory Board, developing study protocols and recruitment plans, conducting pilot testing and staff certification, supporting research-capacity programs, training investigators and community members, organizing a community symposium, and participating in Steering Committee and monitoring-board activities. The notice is not a solicitation or request for proposals; respondents must submit a capability statement addressing each project requirement, organizational size, personnel qualifications, facilities and equipment, relevant prior research, and other pertinent information. The capability statement is limited to 15 single-sided or 7.5 double-sided pages using at least 12-point font. The anticipated period of performance is ten years, with an approximate award date of November 15, 2027.
