Description
UNDP Somalia seeks a qualified international firm in a formal joint venture, consortium, or association with a qualified Somali entity to design and prepare for operational readiness a locally anchored innovative financing mechanism for displacement-affected communities, cooperatives, and enterprises in Baidoa and Bossaso. The assignment will strengthen selected cooperatives, develop fit-for-purpose financial products and operating systems, and establish a pathway for leveraging local financial institutions, de-risking instruments, concessional finance, development finance, and impact investment. The work includes an inception and diagnostic report; cooperative capacity-building and systems development; financial-product and operational-package development; an in-person planning and co-design workshop; and an innovative-finance roadmap. Deliverables should leave behind strengthened institutions, operational tools and systems, financial products, and an implementable financing architecture that can be capitalized and scaled. The contract is for professional services with an indicative six-month duration. Proposals will be evaluated using a 70% technical and 30% financial combined-scoring method, and the technical and financial proposals must be submitted separately.
