Description
The National Institute for Occupational Safety and Health (NIOSH) is seeking proposals from eligible U.S. academic institutions with ABET-accredited undergraduate mining engineering programs and graduate mining engineering programs. Proposed work should address mine safety or health through research, exploratory development, testing of innovations and technologies, or evaluation of mining practices. Areas of interest include ventilation and exposure control, ground stability, equipment and transportation hazards, emergency response, and applications of sensing, robotics, automation, data analytics, and other technologies. Proposals must also support graduate research and workforce development, including M.S. and Ph.D. students, and describe technical tasks, schedules, milestones, deliverables, and reporting. The required submission has three volumes: a technical proposal, a pricing proposal, and an administrative proposal. The technical proposal is limited to 20 pages and must include a statement of work, research and graduate-student approach, deliverables, qualifications, and management approach. Pricing includes a narrative and a completed pricing spreadsheet; the administrative volume includes specified organizational and disclosure information. Awards are expected to be firm-fixed-price contracts, with a 12-month base period and three 12-month options. Estimated total funding is $10 million, with approximately 5–10 awards anticipated; each award is capped at $300,000 per year and $1.2 million total.
