Description
Naval Information Warfare Center Atlantic, on behalf of Department of War Enterprise Software Initiatives, is seeking an innovative commercial solution, methodology, process, and supporting toolkit to accelerate adoption of emerging commercial technologies. The prototype must identify commercially successful technologies, validate and prioritize government demand, match technologies to needs, assess security, compliance, and technical feasibility, and prepare commercial vendors to meet government acquisition, licensing, pricing, fiscal, and business-practice requirements. The solution should provide an objective, auditable, repeatable, measurable, and scalable process, reduce recurring administrative burden while preserving government decision authority, and demonstrate the end-to-end process through a practical pilot. The government particularly values rapid pilot utility, enterprise-scale technology scouting or market-intelligence experience, support for multiple classification levels, and a transition path to broader use. Interested companies must submit a non-CUI solution brief through the Vulcan platform; selected companies may be invited to a virtual Phase 2 pitch and demonstration. A prototype agreement may lead directly to a follow-on production agreement without further competition.
