This Sources Sought notice requests industry capability statements, comments, and recommendations regarding a draft Performance Work Statement for Campaign Analysis Support using the Synthetic Theater Operations Research Model (STORM). The contemplated services include campaign and conflict-simulation analysis; development, maintenance, calibration, and integration of model and scenario databases; analytic reporting; software and analysis-toolkit engineering; configuration management; cybersecurity and Risk Management Framework support; help-desk administration; user-group website support; software releases; and testing. The scope also includes development and delivery of introductory, advanced, executive, and international-user training, along with meeting, transition, quality-control, travel, and monthly reporting support. The draft requires personnel with specified education and experience levels and generally requires U.S. citizens with active Top Secret clearance and Sensitive Compartmented Information eligibility; it also requires the contractor to possess a Top Secret facility clearance. The draft describes a six-month transition period, a one-year base period, three one-year option periods, and an estimated six-month final option period. This notice is seeking feedback rather than proposals for contract award.
