Description
The Executive Office of Housing & Livable Communities (EOHLC) is offering a rolling application program that funds rehabilitation or redevelopment work to be conducted prior to federalization of state-aided public housing. Awards will be made to rehabilitate or redevelop units to the extent necessary to meet the "decent, safe, sanitary, and in good repair" standard, with the purpose of transferring the units from the state-aided portfolio to federal subsidy and oversight. Projects which involve a transfer of ownership must adhere to tenant protection requirements of Section 35 of Chapter 150 of the Acts of 2024. This program is funded through the FY25 Commonwealth Capital Investment Plan and authorized by the Affordable Homes Act. An LHA may apply for up to $100,000 per unit to be federalized. A total of up to approximately $35 million over five years may be awarded under this NOFA.
