Description
The Federal Aviation Administration is soliciting a single firm-fixed-price contract for armed security guard services at the William J. Hughes Technical Center for Advanced Aerospace and related facilities. The scope includes 24/7 security operations, patrol and access control, visitor, package, vehicle, metal-detector, and X-ray screening, dispatch and command-and-control operations, alarm and camera monitoring, emergency response, incident reporting, visitor and lost-and-found processing, escort services, and surge staffing. The contractor must furnish qualified personnel, supervision, uniforms, weapons, ammunition, radios, vehicles, training, permits, licenses, certifications, medical examinations, drug testing, and required security clearances. The requirement includes a Top Secret facility clearance, Secret or Top Secret personnel clearances for specified posts, New Jersey firearms permits and SORA certifications, and staffing for a program manager, six guard supervisors, guards, dispatchers, and computer operators. The contractor must also provide seven service vehicles, ballistic protective equipment, firearms, radios, and related equipment. The contract consists of a 2-month transition period, a 12-month base period, and four 12-month option periods. The competition is a total socially and economically disadvantaged business 8(a) set-aside using best-value tradeoff procedures. Proposals must include technical, cost/price, SCLS compliance, contract-compliance, corporate-experience, past-performance, responsibility, and subcontracting-limitations materials. The solicitation requires at least three recent and relevant corporate-experience examples, including experience staffing 24/7 command-and-control dispatch and security operations.
