Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, is soliciting proposals for Internet access, WAN connectivity, and standalone data transmission services for approximately 315 public library entities across Indiana. The requested services include symmetrical bandwidth scalable from approximately 10 Mbps to 10 Gbps for Internet access and up to 2 Gbps for WAN connectivity, with guaranteed throughput to each library location and laddered pricing. Services may include installation and initial configuration, and bandwidth may increase during the contract term. Monthly data caps and speed reductions based on metered usage are prohibited. The State intends to award one or more four-year contracts with no renewals, beginning July 1, 2027, contingent on E-Rate funding. Mandatory response components include an executive summary, cost, business, and technical proposals; the completed Attestation Form; infrastructure overview; and responses to the artificial-intelligence technical proposal questions. Reference check forms must also be submitted, and respondents must be registered in the Indiana Department of Administration Supplier Portal.
