ZERO-EMISSION ELECTRIC MOBILE HARBOR CRANE PROCUREMENT Proposals Due 5:00 pm, November 5, 2026 REQUEST FOR PROPOSALS RFP 26-45Notice is hereby given that the Port of Vancouver USA (Port) will receive proposals electronically until 5:00 p.m. Pacific Time, Thursday, November 5, 2026. The Port is soliciting proposals from qualified manufacturers or authorized manufacturer representatives for the design, manufacture, delivery, on-site completion of manufacturing, and related services for two (2) Zero-Emission Electric Mobile Harbor Cranes for operation at Terminal 2. This procurement is funded in part through the United States Environmental Protection Agency's Clean Ports Program and is subject to applicable federal requirements. This procurement is being conducted in accordance with the Port's Procurement Policies and Procedures; applicable Washington State law; and the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Part 200). Award will be made to the responsive Vendor whose Proposal is determined by the Port to provide the best overall value, considering the evaluation criteria identified in this Request for Proposals (RFP). The complete Request for Proposals, including specifications, contract requirements, proposal instructions, and federal funding provisions, is available on the Port's ProcureWare site at: https://www.portvanusa.com/business-opportunities/projects-contracts/. All interested proposers must be registered on the Port's ProcureWare Website to download documents. For assistance, call 360-693-3611. Questions regarding this RFP must be submitted through the Port's ProcureWare system no later than 5:00 p.m. Pacific Time, Thursday, October 15, 2026. Proposal must be submitted electronically in accordance with the requirements and instructions contained in the RFP. Late proposals will not be accepted. The Port of Vancouver USA, in accordance with Title VI of the Civil Rights Act of 1964, 42 U.S.C. 2000d to 2000d-4, and 49 CFR Part 21, hereby notifies all proposers that it will affirmatively ensure that, in any contract entered into pursuant to this solicitation, disadvantaged business enterprises, as applicable under 49 CFR Part 26, will be afforded full and open opportunity to participate in the procurement and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. Description
The Port of Vancouver USA is soliciting proposals from qualified manufacturers or authorized manufacturer representatives to provide two new zero-emission electric mobile harbor cranes. The scope includes design, manufacture, factory acceptance testing, transportation and delivery, final manufacturing on site, commissioning, site acceptance testing, operator and maintenance training, manuals, spare parts, warranty services, technical support, and all ancillary equipment and software required for commercial operation. The cranes must support heavy-duty terminal operations, including hook, container-spreader, and 40-metric-ton electric clamshell-grab applications; 4160-volt shore power; onboard battery-powered travel; automated energy management; anti-sway and control systems; condition monitoring; safety and fire-protection systems; and marine-duty corrosion protection. The procurement is funded in part through the U.S. Environmental Protection Agency Clean Ports Program and includes federal requirements such as Build America, Buy America compliance or the applicable Clean Ports waiver, domestic-content documentation, lobbying certifications, disadvantaged-business-enterprise requirements, and restrictions concerning covered telecommunications equipment and foreign entities of concern. Proposals will be evaluated on technical merit, commercial terms, lifecycle cost, organizational capability, and financial capacity. Final acceptance, including delivery, commissioning, testing, and training, is required by December 1, 2028.
