The California Behavioral Health Services Oversight and Accountability Commission is developing a competitive grant for a grantee to provide advocacy and collaborative advocacy for behavioral health clients and consumers, support self-advocacy through training, mentorship, and hands-on assistance, and conduct outreach and engagement to gather feedback and expand participation. The program is intended to elevate the needs of priority populations, strengthen culturally responsive and person-centered care, improve system navigation, and promote equity and access. The proposed grant would provide up to $670,000 per year for three years, for a total not-to-exceed amount of $2,010,000. The scope includes a three-month planning phase, a 30-month operations phase, state and local advocacy, training and materials development, supportive behavioral health career pathways, participant stipends, equity access funds, and an impact showcase and story collection. Capacity-building stages would address co-occurring serious mental illness or serious emotional disturbance with moderate or severe substance use disorder, followed by moderate or severe substance use disorder and then serious mental illness or serious emotional disturbance.
