Description
Ulster County is soliciting a qualified architectural, engineering, and facility-planning consultant to assess existing morgue and Medical Examiner operations, forecast future demand, develop functional and space programs, and compare facility alternatives. The alternatives must include renovation and continued occupancy of existing hospital-based space under a long-term lease and construction of a new facility on County-controlled property, including the Ulster County Health Department site. The study will address operational, technical, regulatory, site, security, infection-control, resilience, schedule, risk, capital, operating, lease, financing, and life-cycle cost considerations. Required deliverables include existing-conditions and operational assessments, demand forecasts, functional and space programs, preliminary room and building-system requirements, equipment schedules, site and alternatives evaluations, cost and financial analyses, a recommended preferred alternative, an implementation strategy, draft and final facility alternatives studies, and an executive presentation. The initial contract term is six months, with potential subsequent design, procurement, and implementation-phase services subject to authorization and separate scope, schedule, and fee approval.
