Description
The City of Jonesboro Advertising and Promotions Commission seeks a qualified firm, consultant, or organization to conduct a comprehensive feasibility study for municipal mosquito control. The work includes designing and implementing mosquito surveillance in Jonesboro and adjacent outskirts; collecting and analyzing samples using traps such as CDC light, gravid, and BG-Sentinel traps; identifying vector species and abundance; and providing raw and summarized data. The contractor must perform GIS-based mapping and land-use analysis covering agricultural, residential, commercial, industrial, recreational, wetland, drainage, and flood-prone areas, and overlay surveillance data to identify relationships between mosquito activity and land use. The study must assess in-house, contracted, and hybrid program models; estimate capital and operating costs for equipment, insecticides or larvicides, vehicles, facilities, staffing, and training; address regulatory, safety, and environmental considerations; collaborate with Arkansas State University; and recommend outreach and education strategies. Deliverables include a work plan, interim and monthly surveillance updates, GIS maps, a draft report, a final feasibility report with supporting data, and a presentation to city leadership. Proposals must include the requested organizational, technical, staffing, experience, timeline, budget, and reference information, including at least three comparable-project references.
