Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, seeks a provider for statewide Internet access and WAN connectivity services serving approximately 144 public library systems and roughly 255 locations. The requested services include symmetrical, scalable bandwidth; guaranteed throughput; laddered pricing; customer premises equipment such as routers, switches, and circuit terminations; installation and initial configuration; and continued support for existing fiber and quality-of-service technologies. Services must not impose monthly data caps or reduce bandwidth based on metered usage. The required service-level agreement includes 24/7/365 customer support, network monitoring, dedicated network support, toll-free phone, email, live chat, site visits, online ticketing, equipment training, 99.99% network availability for each circuit, and commitments for packet loss, latency, and jitter. The provider must also offer reporting, annual bandwidth consultations, a dedicated account services manager, and assistance with E-Rate forms, deadlines, rule changes, program-integrity questions, and appeals. The State intends to award a four-year contract with no renewal options, contingent on receiving E-Rate funding.
